Where those storage containers are out in the distance, that is where South Tunnel Road intersects with Swannanoa River Road. We are about a mile from the Biltmore Village, which we also know is underwater. You can see a large law enforcement presence, fire, police. We have observed search and rescue Swiftwater team go out onto the water several times. It is unclear who or what they are looking for. We've also seen several of these tall light poles come down in the middle of the running water. They're bringing down power lines, cell lines, as well as traffic lights. We spoke with a person nearby who was just amazed by what they had to see. Take a listen. But I also have to tell you people are out driving, crossing flash flooded areas. Many we found out curious to see damage, but we have to tell you trees are saturated and can still fall and kill someone. It's best to be safe where you are, watch the coverage from the safety of a shelter or your home. There are some cell service companies that are working and people are actually having to borrow their friends or relatives' phones to get communication to people they need to. And you can see what's going on here. This is a power line that's down from this huge pine tree as crews are expected to work all weekend to get this cleared and power restored. As we're trying to get to downtown, this is what we found here on Hendersonville Road. It basically looks like a huge lake. A lot of people have come here to take a look firsthand for themselves. And as we came from Long Shoals Road, we first came upon that flash flooding up there. The lights are not working. People are going through that water. Of course, that could be very dangerous. And then the results of ending up in water like this is what we see right here. This SUV was in the middle of Hendersonville Road with flash flood waters and those front windows fully down. Nearby flash flooding with sandbags failing to hold waters at a local Bank of America. The bank's road completely washed out with runoff. The water is over the parking lot. You can see that the floodwaters washed out this road behind me and we've also heard from multiple people out here that teams are here recovering a body. This was someone's home pushed up against a tree. This is another house with water all around it. Rural parts of Swannanoa look like a wasteland that residents hardly recognize. We are out here in North Buncombe County and Bernardsville. I just want you to take a look at this devastation here. We're on Sugar Creek Road, the bridge right here. I mean, it is just flowing and it's actually come down from what it was earlier. Earlier today, this entire bridge everywhere. It was just covered with running water. If you take a look down here, I was actually just talking with one of the Barnardsville firefighters, and he's telling me this is the remnants of a mobile home. This is what's left of somebody's home down here. I mean, the way he described it is that this is going to be devastating for the entire Barnardsville community. I spoke with one of the Barnardsville firefighters while he was out here helping to close off the bridge. He says this area is considered the main entrance into the community, and now it's closed off until DOT crews are able to safely take a look at it. He says they prepared for the storm the best they could, but that it will now take a village to get everything cleaned up. Firefighter: Just take it a day at a time. Well, you know, we're just encouraging people to not get near the water because there's a lot of bankss that are washed out and eroded out. You know, it could break off. So just hang tight till the water goes down and, you know, just stay safe. Taylor Thompson: He says this is the worst flood he's seen in his lifetime, which is echoed by people in a nearby community. One man who lives in the Forks of Ivy says in his 38 years there, he has never seen it this bad. Webb: It's pitiful when you say your neighbor's house is about to get washed away. It's pitiful. Taylor Thompson: Right now, Webb says he's just hopeful to eventually get his power back on, and for the wind to die down, to be able to start the cleanup process. And we're now off of Hobson Branch Road. I want you to take a look over here at this building. At one point, you can see this water line where water was literally almost halfway up, right here on this building. And walking over here, when we first arrived on scene, this road was impassable. Water was completely filled up to at least half of it, and that had receded from what it was earlier today when residents told me the whole thing was completely covered. One resident I spoke with also said that her father lives in this house just back here behind these trees, which was completely flooded earlier .Luckily, they were able to get their father out. But and the devastation from this flood is going to take weeks, maybe even months to keep cleaning up. We spoke to some residents who say they feel like they've been left to fend for themselves. This man is doing what he can to help. He's hauling buckets of water from the dumpster below the apartment building up to residents' rooms. Resident 1: The water's out, thank goodness. Very nice neighbor of mine came up with a half a five gallon bucket, about two gallons of water, and got the commode flush down. So that was very helpful. Gracee Mattiace: The city of Asheville says there's extensive damage to the water system, and restoring it could take weeks. Residents at Vanderbilt Place tell us the building has nine floors and roughly 126 units in total. Even more people living in similar conditions in the housing units at Battery Park, according to folks we spoke to. Some of the residents have mental and physical disabilities. They haven't had access to water since early Friday. What have you heard from the management? Resident 2: I hadn't heard anything from them yet. I don't know whether anybody else have heard anything. Gracee Mattiace: Other people outside of the building crowding around the library on Haywood Street, a free Wi-Fi zone meaning a brief connection to the outside world. Reporter: It's one of the largest rescue efforts the sheriff's department has seen. Nearly 500 animals are inside and it's a tricky one. Cages are carefully stacked on the boats, some full of cats, kittens, and small dogs. Emergency officials hold onto the larger dogs to keep them on the boat, but the commotion scared some making them jump out. Speaker 2: A lot of the animals are exposed and are in the water. Some of them are in high ground. And so we've got officers and volunteers and firefighters down here trying to rescue these animals. She describes her organization going door to door checks, serving as a bilingual interpreter alongside trusted community leaders.
