Annual report detailing business methods, records, and accounting of the City of Asheville for the fiscal year beginning July 1, 1939 and ending June 30, 1940, published September 20, 1940. The water department at this time had recently been restructured. As stated in the introduction by City Manager P.M. Burdette, "the year started auspiciously" but later included "a series of misfortunes" including "severe drought, serious fires and unprecendented [sic] cold."
In early August 1940, shortly after publication of this report, heavy rain and a hurricane brought a flood that devastated roads, bridges, and buildings across the region.
