Article argues that floodplain zoning is needed in the western half of the state. The author states that while people have access to proper forecasting tools, they either don't pay attention to them, or outright deny that a flood of this scale could happen again. While rescues happened, the author argues that if floodplain zoning had remained in effect, the buildings that these people were trapped in wouldn't have been built, and thus these people wouldn't have died in the floods. They say that the growth of mobile home parks, especially near rivers, is incredibly dangerous for this reason.
