Publication presents results of a study of a plan calling for "a system of 14 dams, 74 miles of channel improvements, and 1.4 miles of levee at Asheville" to provide flood control and other benefits. Includes sections on basin topography, regional economy (agriculture, manufacturing, recreation and retirement, and land-use patterns), hydrology and meteorology (rainfall, streamflow, and past floods), objectives and planning criteria, and selected plan of development. Describes planned structures, reservoirs and reservoir adjustments, cost, and estimated benefits of the proposed plan.
